Yes. Eternal Pro is available to firms anywhere in Canada, and all Canadian client information is kept in Canada.
This means that all client information, including what you enter or what your clients enter into their Dashboard, is only stored, and backed up, on servers located in Quebec. Some behind-the-scenes processing (things like sending an email reminder or checking a document) may briefly happen outside the country, but nothing is stored there.
The one exception is Cold Storage. When a client chooses to place credentials or keys into Cold Storage, that information is encrypted and split into pieces held in separate locations, some of which may be outside Canada. No single piece can be read on its own, and nothing is reassembled unless the client asks for it.
